Louis Jones Enterprises, Inc. (“LJE”) employed a workforce of from 10 to 25 Resident Engineers, Project Managers, Field Engineers, Inspectors, and Technicians at the ODP over a period of 10 years. LJE Principals and Senior Managers supervised this staff directly for most of that time. LJE performed original ODP estimates and budgets; construction operations planning for the entire airport (7,000 acres); airside sequencing studies; hands-on construction management of contractors, schedule expediting; inspection and quality assurance. LJE wrote portions of the procedures manuals now used to manage construction at O'Hare. LJE staff provided coordination and liaison activities with all agencies, contractors and airlines for all of facilities construction and five of the civil projects representing some 40 projects worth over 50% of the program’s budget.
